Moldovan vaaleissa turvattava demokraattiset oikeudet kaikille

SKP on allekirjoittanut kansainvälisen vetoomuksen Moldovan Transnistrian asukkaiden demokraattisten oikeuksien turvaamiseksi. Tässä vetoomus ensin suomeksi ja sen jälkeen englanniksi.

The Communist Party of Finland (SKP) has signed an international appeal to safeguard the democratic rights of the residents of Transnistria in Moldova. Below is the appeal, first in Finnish and then in English.

Euroopan sosioekonominen tilanne heikkenee, mikä on erityisen vaarallista jatkuvan Ukrainan ja Venäjän välisen konfliktin tilanteessa.

Euroopan kansat haluavat nopeaa ja kestävää rauhaa sekä paluuta vauraampiin aikoihin.

Näemme, kuinka jotkut EU:n poliitikot tahallaan vaikeuttavat rauhanaloitteita.

Samalla NATO, pyrkien kasvattamaan omaa merkitystään, tukee tällaisia voimia.

Viime aikoina nämä voimat ovat vallassa pysyäkseen turvautuneet poliittiseen manipulointiin, joka usein riistää tavallisilta ihmisiltä oikeuden valita ja mahdollisuuden vaikuttaa poliittiseen prosessiin.

Tässä suhteessa Moldovan tilanne, maan rajautuessa Ukrainaan, on erityisen huolestuttava.

Viralliset suunnitelmat avata vain 10 äänestyspaikkaa Transnistrian asukkaille tulevissa vaaleissa merkitsevät meidän näkemyksemme mukaan tietoista yritystä riistää kymmeniltä tuhansilta Moldovan kansalaisilta mahdollisuus käyttää perustuslaillista oikeuttaan — äänioikeutta. Vertailun vuoksi: vuonna 2021 äänestyspaikkoja oli 44, ja vuonna 2024 niitä oli 30. Viranomaiset eivät siis ainoastaan vähennä äänestyspaikkojen määrää, vaan tosiasiallisesti kaventavat äänioikeutta, mikä on ristiriidassa sekä Moldovan tasavallan perustuslain että maan kansainvälisten demokratia- ja ihmisoikeusvelvoitteiden kanssa.

Korostamme: äänioikeus on perustavanlaatuinen oikeus, jonka takaavat Moldovan tasavallan perustuslain 38. artikla sekä Euroopan ihmisoikeussopimus. Mikään syrjintä alueellisin perustein tai keinotekoisten esteiden luominen äänestykseen osallistumiselle ei ole hyväksyttävää.

Allekirjoittaneet puolueet vaativat, että keskusvaalilautakunta tarkistaa välittömästi tämän päätöksen ja varmistaa Transnistrian asukkaille riittävän määrän äänestyspaikkoja todellisen äänestäjämäärän perusteella. Kutsumme myös kansainvälisiä kumppaneita — Etyjiä, Euroopan neuvoston parlamentaarista yleiskokousta sekä muita toimijoita — seuraamaan tarkasti tilannetta ja arvioimaan tapahtumia vakavana demokratian normien rikkomisena.

Olemme vakuuttuneita, että Moldovan tulevaisuus täytyy rakentaa kunnioittaen jokaista kansalaista riippumatta heidän asuinpaikastaan, ja taaten ehdottomasti oikeuden osallistua maansa hallintaan vapaiden ja rehellisten vaalien kautta.

Common statement workers’, communist and left parties, members and activists.

The socio-economic situation in Europe is deteriorating, which is becoming especially dangerous against the backdrop of the ongoing conflict between Ukraine and Russia.

People in Europe want a quick and lasting peace and a return to prosperous times.

We see how some politicians in the EU are deliberately complicating peace initiatives.

At the same time, NATO, acting in the interests of increasing its own importance, is helping such forces.

Recently, in order to stay in power, these forces have resorted to political manipulation, which often deprives ordinary people of the right to choose and the opportunity to influence the political process.

In this regard, the situation in Moldova, which borders Ukraine, is of particular concern.

In the authorities' intention to open only 10 polling stations for Transnistrian residents in the upcoming elections, we see a deliberate attempt to deprive tens of thousands of Moldovan citizens of the opportunity to exercise their constitutional right — the right to vote. For comparison: in 2021, there were 44 polling stations, and in 2024—30 stations. Thus, the authorities are not merely reducing the number of polling stations; they are effectively curtailing voting rights, which contradicts both the Constitution of the Republic of Moldova and the country's international commitments in democracy and human rights.

We emphasize: the right to vote is fundamental, guaranteed by Article 38 of the Constitution of the Republic of Moldova and the European Convention on Human Rights. Any discrimination based on territorial criteria or the creation of artificial barriers to voting participation is unacceptable.

Undersigned parties demands that the Central Election Commission immediately review this decision and ensure a sufficient number of polling stations for Transnistrian residents, based on the actual number of voters. We also call on international partners—OSCE, PACE, and other structures—to closely monitor the situation and assess these events as a serious violation of democratic standards.

We are convinced that Moldova's future must be built on respect for every citizen, regardless of their place of residence, and on the unconditional guarantee of the right to participate in governing their country through free and fair elections.
